Mr. Krishan Kumar, Senior IAS officer with 33 years of executive leadership in transforming public-sector institutions. Renowned for architecting Delhi’s entire disaster management framework, designing the legal, financial, and policy architecture from the ground up. Proven "T-shaped" expertise, combining deep special-ops transformation (Disaster Management) with broad C-level administration across Urban Governance, Social Welfare, and District Administration.

Currently serving as Chief Executive Officer (Delhi State Disaster Management Authority) in the Government of NCT of Delhi. He has led the transformation of Delhi’s disaster management system from a reactive relief-centric approach to a proactive, institutionalized disaster risk reduction framework that safeguards more than three crore citizens. He has played a central role in drafting and operationalizing legal and institutional frameworks under the Disaster Management Act 2005, including Delhi Disaster Management Rules, the design of the Delhi State Disaster Management Authority’s organizational architecture, and the administration of the State Disaster Response Fund and Mitigation Fund.

Road map for State Disaster Response Force and the State-of-Art State Emergency Operation Centre. His portfolio includes earthquake risk reduction planning, incident response system design, emergency operations and relief management, and the coordination of more than 25 government departments and stakeholders at state and district levels. Beyond disaster management, his long experience covers district and revenue administration, urban governance, social welfare, and education, giving him a unique, whole-of-government perspective on resilience and public service. Today, he continues to shape policy-grounded preparedness and community-centric governance in India’s capital.
